The problem

Public contracts are rarely lost on the quality of the work.

They are lost on details nobody checked in time.

Notices that never arrive

Unregistered portals or wrong commodity codes: the bid is posted and the company never hears about it.

Dates that disqualify

A missed mandatory site visit or an unsigned form voids the bid, even at the best price.

Pricing in the dark

Without the last award price or the hidden costs in the solicitation, firms overbid or lose money.

Services

One complete service, start to finish, in four stages.

You hire only what your company needs, in the order the diagnostic recommends. Each stage is billed when delivered.

01

Readiness Diagnostic

We review your documents, registrations, certifications and past bids, and deliver a gap report plus open solicitations you can bid.

02

Corporate Profile

Capability statement, written policies, references and identical data across every record, so a buyer can evaluate you without calling.

03

Registrations & Certifications

SAM.gov, E-Verify and state, county and city portals with the right codes, so solicitations reach you automatically. SBE and CBE applications.

04

Bid & Follow-up

We analyze the solicitation, build the price and the full bid package, and follow it until the agency publishes the result.

Client case

From new company to a state bid in 24 weeks.

Solutions Management Prime LLC, a South Florida commercial cleaning company, was formed on February 28, 2026 with no registrations and no government experience. In August it submitted a complete sealed bid on a four-building state contract.

Starting point

Two people, no certifications, no public contracts and limited capital.

What we did

SAM.gov, 11 portals with clean codes, state certification, policies and references; full solicitation review, mandatory site visit, stepped pricing and 14 verified documents.

Outcome

Sealed bid delivered complete and on time. FloridaCommerce rejected all bids received and announced a rebid; SMP has its package ready to bid again.

What nobody can promise

The award. It depends on the agency and on the other bidders' prices.

Published with permission of Solutions Management Prime LLC. Disclosure: SMP is owned by Yisel Barreto, the wife of our president, and was the first engagement on which we built this method.

How we work

Clear rules from day one.

01

Billed on delivery

Each service is invoiced when you receive it. Never in advance.

02

No contingency fees

A fixed fee per service. We never take a percentage of what you win.

03

No false promises

Awards are decided by the government. We prepare and check your bid against a control list; you sign it and submit it on time.

04

You stay in control

Your passwords, your signature and your final price are yours. We never ask for passwords.

Is your company ready for government work?

In a free 45-minute meeting we review your case and tell you whether we can help.

Services

Four services. You hire what you need.

Every company starts with the Diagnostic. Companies that already bid and keep their file current get a shorter review before engaging us for a bid.

01

Readiness Diagnostic

Where your company stands, what it is missing and which bids fit it today.

You receive

  • Review of Sunbiz, EIN, licenses, insurance, SAM.gov and certifications
  • Review of your portals and codes, and of your past bids against the winner
  • Report of the gaps and the order in which to close them
  • 3 to 5 open or upcoming solicitations for your company
Timeline 1–2 weeksBilling when the report is delivered
02

Corporate Profile

So a public buyer sees you as credible and can evaluate you without calling.

You receive

  • Capability statement in English and Spanish
  • Written policies: drug-free workplace, non-discrimination, environmental and safety
  • Reference sheet and project list
  • Consistency check of name, address and contact across every record
  • Bid kit: one folder with everything solicitations ask for
Timeline 3–6 weeksBilling when the kit is delivered
03

Registrations & Certifications

So you can contract with government and opportunities reach you automatically.

You receive

  • SAM.gov, E-Verify and MyFloridaMarketPlace active
  • Registration on county, city and school district portals in your area
  • Correct NIGP, UNSPSC and NAICS codes, with alerts tested
  • SBE, CBE and state certification applications you are eligible for
  • Renewal calendar and weekly monitoring routine
Timeline 3–8 weeksBilling when registrations are complete; each certification, when the application is filed
04

Bid & Follow-up

For each solicitation: from analysis to the published result.

You receive

  • Full solicitation analysis: dates, site visits, requirements and award method
  • Written go/no-go recommendation, with a plain-language summary
  • Pricing model with your break-even point and a check that your insurance meets the solicitation
  • Complete bid package, checked document by document, ready for your signature
  • Follow-up to the result, with the bid tabulation
Timeline per solicitationBilling analysis on delivery; bid package on delivery
How we bill: a fixed fee per service, quoted after the introductory meeting. Each service is billed when delivered, never in advance, and we never take a percentage of contracts you win. Government fees, notarizations, insurance and bonds are paid directly by the client.
FAQ

What clients ask before starting.

Do you guarantee I will win a contract?

No. Nobody can: the agency decides the award. What we do is prepare and check your bid against a control list, item by item, so it is not thrown out on a technicality. You keep the signature and the responsibility to submit it on time.

How much does it cost?

Each service has a fixed fee, quoted after the introductory meeting based on what your company needs. It is billed on delivery, never in advance.

My company is already on SAM.gov. Do I need everything?

Not necessarily. If you already bid, we run a short Diagnostic of a few days and you engage only what is missing: portal fixes or support on each bid.

What if I don't win?

We request the bid tabulation and give you a closing report: where your price landed against the winner and what to change next time.

Do you sign or submit for me?

No. We prepare and review everything, but you sign and submit from your own account. We never ask for passwords.

Do you work in Spanish?

Yes. We explain everything in Spanish or English and prepare documents in the language each solicitation requires.

What we learned

  • Read the whole solicitation on day one.
  • Have the insurance cost before building the price.
  • Confirm working capital before deciding to bid.
  • Tell references when you list them, not when you submit.

The award is not ours to decide. What we control is that the bid arrives complete, checked and on time so the client can compete.
